Welcome our new CEO!

In culmination of a nationwide search, the Texas Pharmacy Association is pleased to announce the selection of its new Chief Executive Officer, Debbie (Baggett) Garza, R.Ph. effective August 1, 2017.


“TPA cast a wide net to find the association’s next CEO,” said President Mary Klein. “We are gratified to be able to turn to one of our own Texas pharmacists to lead us into the future.”


Debbie is a widely recognized leader both in Texas and nationally. She is known as a forward-thinking executive with demonstrated achievements in government relations, public policy, and operations in pharmacy, healthcare, and retail.  She is a pharmacist and has spent over three decades with Walgreens. Her roles at Walgreens spanned the entire practice of pharmacy, from working as a pharmacy technician, becoming a pharmacist, managing pharmacy operations in the Austin district, to serving as Divisional Vice President of Government and Community Relations based in Washington, D.C. Most recently, Debbie has been an independent consultant providing advisory services in pharmacy and healthcare regulatory and legislative issues, pharmacist scope of practice, PBM issues, and strategic planning. She has been intimately involved with drug payment policy, delivery system reform and a broader role for pharmacists.


“As a pharmacist licensed in Texas with a tremendous passion for the profession, I am honored to accept the position of CEO of Texas Pharmacy Association.”  


“My vision is to change mindsets and build positive public sentiment through relationships, education and member engagement while providing the environment, knowledge and resources of a strong and innovative association.”


Debbie is looking forward to meeting everybody at the TPA Conference & Expo and sharing her ideas at the Opening General Session.
